战化的思维模式所主导，是冷战的历史惯性作用的结果，特别是后者，还增加了新霸权战略的权重。无论如何，不去除唯意识形态化思想方法与旧冷战思维模式，确立理性、合理的地缘安全原则，北约未来的发展就不能免除大量不稳定因素，就难免会给世界带来不安和动荡。归根到底，对新世界安全格局的重组与煅造，仅凭北约一己之力根本无法完成，而且单纯依靠一味的对外扩张、扩大势力范围，或者以北约的政治逻辑推行泛化的西方联合，这在理论上不仅行不通，而且在实践上则更有害。
